Jon Barnes has extensive experience in all stages of development of major capital social infrastructure projects, with a focus on significant health projects. His experience across contracting, consulting and financing environments has acquired a unique set of skills and attributes that enable him to understand major projects from varied perspectives. He has delivered projects under a wide range of procurement methods including Public Private Partnerships (PPP), Managing Contractor, Early Contractor Involvement (ECI) Design and Construction and Construct only. Jon has held Client Management roles at Director level within major Government delivery agencies within NSW and Victoria responsible for the procurement, design, delivery, and facilities management of the agency’s multiple capital projects.
Prior to joining Colliers in 2021, Jon was a Senior Project Director within School Infrastructure NSW, responsible for the management of the design and delivery of major school projects within NSW. He has also acted within similar roles for NSW Health Infrastructure and the Australian Capital Territory (ACT) Health Directorate where he was responsible for the planning and delivery of major tertiary hospitals. His considerable construction management experience was gained when employed as a construction Project Director within Tier One construction companies and Thiess, where he was responsible for the delivery of two major hospital projects. Jon also has significant industry experience in the formation and delivery of PPP projects and gained this when he was employed by the former infrastructure development company Babcock and Brown.

School Infrastructure NSW Portfolio of works
The portfolio of works included world leading major multi-level secondary schools built on restricted urban sites within the Sydney metropolitan area, including the recently completed Arthur Phillip High School at Parramatta, the new multilevel Inner Sydney High School at Chippendale and the Meadowbank Educational Precinct in Ryde. In this role Jon managed six project teams members delivering twelve major schools projects and forms part of the executive review process for design, governance and contract procurement. He provided briefings direct to Ministers and government and was actively involved in the engagement of industry to partner with government in the delivery of these large and complex projects.

Health Infrastructure
Procurement and delivery of the Gosford Hospital redevelopment which involved the construction of a new 12 level IPU and specialist services tower adjacent to an existing fully operational teaching hospital. The project also involved the construction of adjacent multi deck carparking and commercial office accommodation. Jon was also responsible for the planning and delivery of Stage 3 of the Wagga Wagga Hospital redevelopment. The project involved the delivery of allied health and clinical and teaching facilities to the existing campus.
NSW Health, Procurement Feasibility Plan
Production of the Procurement Feasibility Plan for the redevelopment of a metropolitan Community Health Service of approximately 5000 sqm, including the formation of the Financial Impact Statement and the Economic Appraisal based on a discounted NPV analysis over a 25 year period, examination of the concept options, and the coordination of the Value Management Study leading to a recommended preferred design.
Kerry Packer Children’s Medical Research building – Children’s Hospital at Westmead, Sydney
Project consisted of the design and construction of a new purpose built medical research facility attached to the New Children’s Hospital at Westmead. The facility contained a number of wet and dry research spaces and PC2 – PC4 laboratories. The facility also accommodates one of the largest small animal laboratories in Australia. Extensive specialist building services were employed within the design of the building. As Project Director, Jon was responsible for the establishment of the brief and completion of the Project Definition Plan, together with the coordination of the completion of the design and issue of lump sum tender documentation.
Westmead Hospital Redevelopment
Project consisted of a staged redevelopment of one of Sydney’s largest teaching hospitals. Scope included the design and construction of new ICU, cancer, radiotherapy, allied health, women’s and birthing, and renal facilities, together with specialist PC4 laboratories for the CPMRI for the testing of bio terrorist agents. The project also involved extensive upgrades of the hospital’s services infrastructure. The project was procured under a Managing Contractor contract. As Project Director, Jon was responsible for the entire management of the design and construction of the project. The role involved management of an onsite management team of 25 people, and overall management of a construction workforce of 120. The role also involved extensive client management, external reporting to executive level and internal financial profitability reporting within Thiess. Thiess as Managing Contractor was responsible for the development of the design from brief stage, full documentation, construction, commissioning and decanting of all affected departments. The construction occurred within, on and around a fully operational hospita.

With over 40 years of construction industry experience in the Sydney Metropolitan area and across Australia & New Zealand, John has extensive experience in all disciplines attributed to this Industry. John has played leadership roles for various reputable construction companies including Triden Constructions, Reed Group, KB Hutcherson, Beach Constructions and Leighton Contractors, as the Senior Project Manager, Construction and/or Commercial Manager. Now representative of the Principal in the project managemnt process of construction, John has undertaken the PM role since 2004 in leadership roles for Nix Managemnt, NixAnderson and with the acquisition of NixAnderson in 2017 by Colliers, has worked with the Colliers team of over 60 professionals across Sydney, Melbourne, Brisbane, Canberra Adelaide & Perth.
John’s experience with Key Stakeholder engagement on projects has involved all manner of design & authority disciplines, end users and property owners to provide an accomplished overview for strategic management of the projects now undertaken for our clients. He has particular experience working in live environments on various educational retail and infrastructure projects of a complex and staged nature that require a continuity of operations of existing environments whilst engaging with the project team to execute a successful construction delivery.
As National Director, John also has knowledge and experience in managing in accordance with NSW Govt Codes and procurement guidelines, GC21 contract format and NSW Govt Occupational Health & Safety Management Systems.. Contract monitoring, construction review and the continued implementation of the contractor’s developed WHSMP is to focus a large project team’s effort to deliver a successful project in a safe manner.
Olivia's passion for pursuing a career in the property industry was ignited when she joined a prominent residential real estate firm after graduating with a double degree in Commerce/Arts at Curtin University in Western Australia. With a major in marketing, her scope included Anthropology & Sociology, Brand Management, Graphic Design and Digital Marketing. While gaining broad experience across a range of diversified marketing roles, she chose to apply her skillset to a career in property from recognising the significant opportunity for growth and continued engagement in such a diverse industry.
With 6+ years of Marketing experience, a background of residential property gave her the foundations to tackle commercial property after moving to Sydney in 2018 to further her career. In 2018 Olivia joined Colliers as the National Marketing and Communications Manager, primarily focused on the Retail Leasing and Large Format Retail sector. Olivia worked closely with the Head of Retail across the National Retail Business to deliver strategic marketing collateral, support and expertise to the national team.
In April 2021, Olivia joined the Colliers Project Leaders team to deliver stratgeic marketing and communications initatives, enhance productivity and drive exceptional results for the national team. This role sits across all business lines including Commercial Office, Retail, Residential, Industrial, Healthcare and Retirement Living.
