My career commenced after graduating from the University of Western Sydney in 1989 and has included several market cycles. I have completed major property valuations throughout Australia and some overseas posts including Jakarta, Singapore, Port Moresby, Tonga and Samoa.
I achieved the status of Business Valuer after completing additional qualifications through the API/University of Western Sydney and a graduate diploma in Applied Finance and Investment Analysis.
My focus since joining Colliers in July 2006 has been on major commercial assets in the ACT and the management of large government portfolios on a local, national and international level.
Accomplishments
Prior to joining Colliers in July 2006 I was employed by the Australian Valuation Office and worked as a property valuer in Sydney, Newcastle, Lismore, Darwin and Alice Springs. In 2005 I was part of the Business Valuation Unit of ATO in Sydney and Brisbane.
Since joining Colliers I have completed valuations of most major commercial ofice buildings in Canberra and over 700 valuations above $5 million. In 2017 I became the global valuation maanger for the DFAT Overseas Property Proprtfolio that includes 127 posts throughout 53 countries. I have also managed multiple government, not for profit and private valuation projects at a national, state and territory level.

I did not have much trouble reconciling your schedule to mine. Also thank you for working closely with Facilities.
Information on building area , year built , and many other details will be recorded in finance asset management system for the first time which will hopefully come in handy when the valuation is undertaken again in 3 years’ time.
Having access of photos is tremendous help as I do not get to see these assets unless they are on campus. Even then I don’t actively look for them (especially sheds etc.), hence will help when I receive any enquiries in the future

My Team
I have been a property valuer for 27 years and I am experienced in all facets of the industry including general residential, industrial and commercial valuation work, major asset valuations, property development, government consultancy and Lease Variation assessments.
I have strong relationships with the major lending institutions, government departments, developers and builders.
Phil re-joined Colliers in 2020 as Director, Valuation & Advisory Services with over 45 years' experience in the Property Industry. Phil's current focus is on the valuation of major institutional grade commercial property, suburban retail, industrial and commercial property.
Phil has over time acted as valuer and advisor for many of Australia's major property institutions, various government entities, banks and local & interstate property owners.
In addition to his predominant valuation role, Phil has over time acted in various other capacities in the Property Industry; including sales, leasing and development management of a large residential subdivision.
