Close to 90% vaccination rates, international borders opening, an International Student Arrival Plan and a further easing of restrictions all signal the official return of Melbourne to its pre-pandemic glory.

The Victorian State Government announced a further easing of restrictions on Thursday 18th November, marking the official move to a state of “Covid-Normal”.

International borders are beginning to open, and the scene is set for Melbourne to experience an influx of overseas travellers and migrants, putting the city back on the trajectory of rapid population and economic growth that it saw between 2013 - 2019.

Prior to the global pandemic, Melbourne experienced record levels of growth with migrants drawn in by liveability and job opportunities, putting the city on track to surpass Sydney as Australia’s largest metropolitan centre within a period of a few years.

In March 2020, the Covid-19 pandemic border closures and restrictions saw Melbourne’s overseas migration fall by a net outflow of 71,600 during 2020-2021 and international student numbers drop from 756,656 in 2019 to 552,491 in August 2021.

 Melbourne’s Deputy Lord Mayor Nicholas Reece has called for an increase in the nation’s annual migration intake from 160,000 to 300,000, welcoming a “massive wave of new immigrants to help get the city back on track”.

Many of the state’s major Universities are also pushing for a rapid return of international students, in response the Victorian Government has released its International Student Arrivals Plan that will start to see the tens of thousands of international students that are ready and waiting to arrive in Australia to resume their studies, returning in controlled groups each week from the end of 2021.
